A Google Plus page must first be followed or mentioned before the page can add others to its circles.

By default all your pages posts are public to anyone. Pages have the +1 button. As well as not being able to add anyone to a circle, they also cannot +1 (like) other resources. Basically a page is built so people come to it, not you bringing it to others, The best was to build the popularity of your page is to share its link with your circles or contacts in other networks. Pages also do not receive notifications. It is up to the owner to visit it and check on its progress manually.
